The first thing to decide is what business entity structure to select.  There is a sole proprietor, a partnership or a corporation or LLC.  If you are a sole proprietor/owner, you will need a business license (business tax registration occupational business license).     Instead of filing a fictitious business name DBA Filing in Ontario, Incorporate in CA  or form a(n) CA LLC
